Separating Signal from Noise: What DHS Testing Reveals About the State of Document Verification

The U.S. Department of Homeland Security (DHS) recently completed its most rigorous evaluation to date of remote identity verification technologies as part of the Remote Identity Validation Rally (RIVR). Conducted between July 2025 and January 2026, the testing assessed how well identity verification systems perform under real-world conditions, using more than 2,000 identity documents issued across 24 U.S. states.

The results revealed a stark performance gap across the industry. Several systems struggled to reliably distinguish genuine identities from fraud, with nearly half performing no better than chance.
